Central Vietnam: The government has ordered the local authorities in Quang Binh to rescue people from the heavy flooding in the area. 11 people have been reported dead,  27,000 homes have been submerged, and several people missing.

                  

Local official Nguyen Huu Hoai said that the death toll was seven, and added that the condition is improving. "We can reach areas which were isolated by flooding".

Though the rainfall is expected to ease, authorities warn that the region could be hammered again  if typhoon Sarika in the South China Sea reaches Vietnam.

A popular online news website, thanhniennews, has been shut down, and won't be updating their news article again. 

The major news was pasted on the website homepage after it claimed the new development is because of the company reorganization, and thanks readers, contributors.  The English-speaking website operated for 12 years in the country, giving expats and English speaking individual a news source.

               

In a statement released by the news website, it reads;

  Today, with a heavy heart, we announce the closure of the website owing to our company's major reorganization plans. From September 15, 2016, the website will no longer be updated.

Ho Chi Minh, Vietnam: A US citizen in Vietnam has been handed a 7-years prison term after he stabbed a Vietnamese citizen last year. Nguyen Trung Hau, 32, was a Vietnamese-American, who was arrested last year after a traffic collision with a 20 year old,  Nguyen Dang Long.

According to local media reports, Hau was driving his wife on Nguyen Phuc Nguyen Street near the Saigon railway station in District 3 on July 14, when his motorbike hit Long's Motorbike who had run the red traffic light.

                        

Though nobody was hurt in the accident, Hau and Long engaged in a fight, and Long ran away from the scene of the fight.

After a few minute, the couple encountered again while walking near the Saigon Railway station, and stopped to continue with the young man. Hau punched him in the left eye, and later stabbed him with a jack knife in the left hip.

Hau was rushed to the hospital, and was treated for the stab wounds.

The Prosecutor had asked that Hau be sentenced to 12-14 years in prison, but the judge said they will give him a "lenient sentence" because he had a clean record, and confessed to the crime, and compensated the victim.

Hau's lawyer said his client should have been charged with deliberately injuring others, and not murder. The legal team have 2 weeks to appeal the verdict.

Major Le Minh Chanh, chief police officer of Duong Dong Town shot a man, Nguyen Van Huu, 26, of Duong Dong Town, Phu Quoc Island District in the abdomen after he dipped a 13-day-old baby into a water tank.

The Story

Around 2:45am, Nguyen Van Huu came home shouting at the top of his voice that neighbours should open the door so he could talk to them, but they denied him entry, so he moved on and knocked on the door of Truong Thi Cam Ly, 23, and Truong Viet Hung, Ly’s younger brother, who opened the door to the drunken man.

After he gained entry, he destroyed the house furniture, and ordered that all doors and windows be closed, or he would go ahead and kill everyone. 

He then entered into the room of Ly's bedroom and grab her 13 day old baby by the legs, and carelessly swing the baby. Just like every mother, Ly rushed to Huu to stop him, but she was overpowered by the drunken Huu, who grabbed a piece of brick and hit her several times on the head, causing her to faint.

He then shouted at everyone not to move, or he would go ahead and kill everyone.

While Huu was yelling at everyone, Ly's father sneaked through the back door and called the police to intervene. The police were at the place and persuaded the young man to let the baby go, but he refused.

Around 5:00am, Huu took the baby by her leg, and took her to a water tank in front of the house, this time, the police fired a warning shot into the air, warning Huu to let the baby go, instead he dropped the baby into the water tank.

To be able to save the baby in due time, Major Le Minh Chanh, chief police officer shot Huu in the abdomen, allowing passage for the chief and his men to help save Ly's baby.

The baby was taken and the mother was taken away to the Phuoc Quoc General Hospital.

Ly and his baby are currently being treated, but also in a stable condition, while Huu died around 8:30am the same day.

Speaking on the incident, the Police chief told a local newspaper, Tuoi Tre (Youth) newspaper that he had acted the right way, and he took the action right from his heart.

The lawyer of Kien Giang bar association, Doan Cong Thien also supported Minh Chanh shooting, and said that the law enforcement agents can use their weapon if a victim life is threatened.

Police have arrested Nguyen Van Thien, 17-year-old who killed his classmate, a 13-year-old girl for not accepting his love proposal. The killing of the young girl happened in a Ho Chi Minh hotel. The boy was 2 weeks after he escaped the crime scene.

It took the joint effort of the Ho Chi Minh City police and Quanh Binh province to arrest the young boy. He is now being questioned for the act.

Thien and his schoolmates were returning from a trip to Singapore, when they all decided to stay in a hotel in HCMC. When they were about to leave for their Quang Binh in July 22, Thien said he had lost his passport, and asked the girl to go with him, while he retrieve the passport.

Since the duo never showed up after they went upstairs, the teacher called the 2 students, but none answered, and the teacher went upstairs to see what is happening. When the teacher got upstairs, the door was locked inside, and Thien said he was in the toilet, but the girl had gone downstairs already.

The teacher then went downstairs, but did not find the girl.

The teacher and some other students asked the hotel employee to follow them and open the hotel room from outside, and when the door was opened, they found the girl and in the bathtub, unconscious and bleeding from the mouth.

While the everybody was trying to revive the girl, Thien escaped from the hotel, and unfortunately, the girl died the next day at the hospital.

Police and forensic reports that the girl was strangled to death, and also suspected he might hae raped her.

Thien friends later said that he had loved the girl, but she repeatedly turned him down.
